Specifically, the percentage within a 15 mile radius should exceed the percentage within a 15 mile drive. The Evaluation Team provided Strickland with the set of sites listed as being the June 30, 2011 sites. There may be some analytical details that account for some of the discrepancy. For example, Strickland’s analysis uses the percentage of roads in a Census block group that are within the 15 mile drive as a proxy for the percentage of the population within that Census block group. |
